			<p>Provincial Minister for Labour and Culture Shaukat Yousafzai has announced that Prime Minister Imran Khan will inaugurate the 2056 flats built for industrial workers in Regi Lalma today (Wednesday).</p>
<p>He was communicating to reporters after examining the arrangements for the Prime Minister’s visit on Wednesday. Secretary Labour Department Muhammad Akbar Khan, Secretary Workers Welfare Board Dr. Bilal, and other executives were also present at the event, said a handout.</p>
<p>He said that four large tube wells and overhead tanks have been built in the Labour Complex. Furthermore, electricity and gas have also been produced. He said that those working in industries for three years would be suitable for these flats.</p>
<p>The provincial minister said Phase-1 of the scheme was launched in 2011 and Phase-2 in 2013. Nevertheless, he said, the project was postponed due to a shortage of funds as there was a PML-N government at the Centre.</p>
<p>“Chief Minister Mahmood Khan had assigned me the task to finish this great project as soon as possible,” he added.</p>
<p>He also gave tribute to Zulfi Bukhari, advisor to the prime minister, for his participation in completing the project.</p>
<p>“This is the first project in which the workers will be allotted houses in a transparent manner,” he continued.</p>
<p>He said that Prime Minister Imran Khan requires maximum facilities to be provided to the workers.</p>
<p>A handout said the total cost of flats is Rs5.60 billion and the method of allocation would also commence from tomorrow. The price of each flat will be Rs2.6 million out of which Rs0. 3 million will be paid by the government subsidy and the rest of the amount would be paid in installments.</p>
<p>The Labour Complex has all the amenities including drinking water, roads, mosques, schools, parks, and grounds.</p>

										<content:encoded><![CDATA[<p>(LDA) Lahore Development Authority Vice-Chairman SM Imran has said the prime minister would inaugurate the LDA project of building 4,000 apartments near Halloki in the week to supply affordable homes to the people with meager resources under a simple installment buying.</p>
<p>Talking to journalists here on Sunday, he said the 4,000 apartments were the primary brick up the edifice of 5 million homes under Prime Minister Imran Khan’s Naya Pakistan public housing on 8,500 kanals land near Halloki.</p>
<p>Elaborating on the 4000 apartments project of the LDA, SM Imran said the project was meant to supply a home to a standard man and it might cost very little, adding that the LDA had involved tenders. The LDA vice-chairman said the venture of LDA and Naya Pakistan Housing and Development Authority (NAPHDA) would be funded by the banks as per the depository financial institution of Pakistan policy on Islamic banking, adding that the installment buying would be spreading over 10-20 years.</p>
<p>To an issue, he said an apartment would cost approximately Rs 2.7 million and therefore the allottee would need to pay mere Rs 270,000 initially but Rs 300,000 subsidy from the NAPHDA would make the beginning payment Rs 570,000. “The investment will begin after the owner is given possession of the apartment which signifies the allottee won&#8217;t pay anything during the primary 18 months of construction time”, he refined. He said preference would tend to the applicants who applied with NAPHDA for homes some months ago, adding that tiny installments would enable people to own a home of their own rather than living on rent and making the landlords richer monthly.</p>
<p>“A 650 square feet apartment having 2 rooms with a kitchen, small lounge, attached and a detached bathroom, and a balcony while the plan will make sure that an apartment house has its walkways, park, sewerage, treatment plants, &#038; grid-stations to satisfy all features of a contemporary community”, he elaborated.</p>
<p>To ensure transparency and avoid political victimization of the project, the LDA vice-chairman said, the LDA had decided to open an escrow account for the project, adding that the escrow account was opened for a selected purpose and its funds can&#8217;t be used for the other purpose.</p>
<p>SM Imran told that a quota had been fixed for journalists and lawyers besides the govt employees, adding that the main share in apartments would be of the general public at large. He said the 4,000 apartments would lay the inspiration of the many other such projects to follow, adding that the govt was committed to providing the masses with homes of their own.</p>

<p>According to the approved draft of the ordinance, the govt ensures amendments in Customs Act, 1969; nuisance tax Act, 1990; Federal Excise Act, 2005; and tax Ordinance, 2001.</p>
<p>A significant relief has been granted to Roshan Digital Accounts (RDAs) holders. The tax relief has been allowed:<br />
•  The exemption/concessions granted to non-residents holding National card for Overseas Pakistanis (NICOP), Pakistan Origin Card (POC), Computerized National card (CNIC) for encouraging foreign remittances<br />
•  Exemption to interest on debt income of RDAs<br />
•  If the investment is formed through RDAs<br />
•  Decline in rate from 15% to 10% on a financial gain on disposal of shares available market— as final Tax<br />
•  Taxation of sale and buy of immovable property @ 1% as final Tax instead of financial gain tax<br />
•  Decrease in rate from 20% to 10% on profit on debt from Naya Pakistan Certificates as final Tax.<br />
•  Disclaimer from the filing of the return to non-resident RDA holders and resultant investors in shares, Naya Pakistan Certificates and stable property<br />
•  Position of above non-residents on ATL to evade higher taxation<br />
•  Release to Islamic Naya Pakistan Certificate Company Ltd<br />
•  Corporate Tax<br />
•  Minimum Tax on turn over<br />
•  Withholding taxes</p>
<p>Other tax permits granted under various heads, which included:<br />
•  Release from withholding u/s 153(1)(a) for the whole of the supply chain of locally manufactured mobile Devices<br />
•  Imposition of withholding on vehicles, if sold within 90 days of delivery – to discourage investors/&#8221;on money&#8221; trend<br />
•  Extension of date of commencement of business for electricity transmission lines from 2018 to 2022 on Cabinet Committee&#8217;s recommendation on CPEC – not even one project/company qualified for exemption before the change (Pak Matiari-Lahore cable Co.)<br />
•  Exemption from withholding u/s 153(1)(b) on services provided by (NTC) National Telecommunication Company –the Tax constituted minimum Tax hence great hardship<br />
•  Cotton Ginners –Tax liability to be adequate to 1% of turnover as a final Tax. The tax regime existent up to 30-06-2019 proposed to be restored in line with the 1994- agreement.<br />
•  Extension of applicability of super Tax on banking companies from the tax year 2022 onwards<br />
•  Withholding and turnov1er tax rates for dealers, distributors, wholesalers and retailers of fertilizer and fast-paced commodity proposed to be reduced to 0.25%, provided they get themselves registered under nuisance tax Act, 1990 within 60 days— for the advancement of documentation and equity<br />
